METHOD
Take a big bowl and add maida, salt and oil. Mix them well. Keep adding little water and form soft dough. Kneed it for 2-3 min and then keep a side for 20-25 min to set. Here need little less water less than 1/4 cup.
Now add jeera and salt into udad dal paste and mix them well. Stirr properly so that it is fluffy and fat.
Put a pan on gas with high flame and add oil. When oil is hot add small pakodi size paste into it and fry all pakodies till they become golden brown colour. Keep turning pakodies when frying and keep gas on medium flame. Take out pakodies in a plate. Fry rest of pakodies in same way.
Take a bowl and add 3/4 of water. Add fried pakodies into it and put a side by covering it so that it becomes soft after 20 min.
Now check for dough after 25 min. Kneed it for 3-4 min to make for soft. Make 2 parts of dough and make peda. Take one peda and roll it with rolling pin to make big thin roti. Take steel fork and tap over it to form holes on it so that papdi becomes crispy and dont blow when fry. Take small steel glass and cut round shape with pressing open edge. Make all papdies in same way.
Put a pan on gas with high flame and add oil. When oil is hot add papdies and fry them by keep turning till they become golden brown colour.Take out in a plate. Fry rest of all papdies in same way.
Now serving.
Take a sering bowl and add pakodies, papadies - pieces, chana, potato-pieces, spicy boondi, curd, green chutney, imli chuteny, red chilly powder, chat masala, jeera powder, black salt , pomegranate seeds and sev in sequence.
